Initial release on Image_Tools

Today I got several emails on the release of Image_Text and why there is no official release available on Image_Tools, because Image_Text depends on it.

I initially thought, that people would be smart enough to have a look on the projetct website for a download. I did not release this before, because I promised to refactor it to use objects for each utility on pear-dev.

Do not blame me for releasing the actual static design, the next version will follow after the conference.
