Called for votes in pear-dev about Image_Text and Image_Tools

Today I send a call for votes to the pear-dev list regarding the packages Image_Text (comfortable handling of single and multiline texts in GD2 images) and Image_Tools (should become a collection of static methods, handling common image operations).
